Manpower Demand Analysis of the Water, Electricity and Gas Industry in Taiwan
Abstract
The purpose of this research lies in probing into the development course of the water, electricity and gas industry of Taiwan and manpower present situation of the water, electricity and gas industry and estimating persons of the people's water, electricity and gas industry of 2004-2006 years Strength overview, in order to offer enterprises and relevant administrative unit to consult. This research is to recovering by oneself in Taiwan, the development course of the water, electricity and gas industry carries on research, and in order to camp's enterprises with the citizen of water supplying with industry , supply of electric power industry and gas industry as the target, implement the water, electricity and gas and engage in the people's manpower present situation questionnaire investigation of 2002-2004 years, and with the people's economic data which the government announced of 1951-2003 year, the OECD Mediterranean Regional plan (MRP ) is combined by Autoregressive Integrated Moving Average (ARIMA ) and non-linear Regressive then while utilizing handkerchief, estimate the people's manpower overview of 1999-2003 years, verify its accuracy, and then in order to estimate the manpower overview of 2004-2006 years, and do a contrast with this research questionnaire survey materials and census data which the government announce. According to the result of study , sum up some following conclusions: First, development course of the water, electricity and gas industry (1) With water supplying with industry respect: The development in the water resource can not be separated with the humanity , society , nature , environment further in the future, the managerial talent of the water resource needs to possess specialized accomplishment and intelligence , such as humanity , irrigation works , environmental protection ,etc. even more, and more broad manner and ability . (2) Respect of supply of electric power industry : High quality and steady supply of electric power, develop Taiwan of lifeblood in regarding economic competitiveness as, it is indispensable. In the face of the economic sanctions pressure of carbon dioxide decrement in the future in the world, the idea of ' the non- nuclear home ' which some personages recommend , it may be only a
dream, it is impractical on the practice. (3) Gas industry respect: The new town takes shape gradually, the disparity in urban and rural areas shrinks , the natural gas is under having pipeline advantages , the sales volume in the future will catch up with the liquefied petroleum gas gradually, and generate electricity to use the respect in industry, because the natural gas has advantage of pipeline, the consumption in the future will still rise continuously, but the acception station of Yongan can still meet the present domestic demand , resume in environmental consciousness, the possibility of setting up the acception station of northern liquefied natural gas is not big. Second, the manpower present situation of water, electricity and gas industry is investigated: The result of study shows , the general survey result that the people's water, electricity and gas industry staff number and the people of 2002 generally investigated the industry and commerce of the office and service trade in 2001 is close , the people's staff number of obtaining employment of 2002-2004 decreases progressively year by year. Third, the people's manpower overview in 2004-2006 is estimated: Estimate the number of employees for 1999-2003 years, five annual average of prediction error is 2.7%, the manpower state of water, electricity and gas industry in 2004-2006 has the tendency to increase year by year, rise to 38,120 people in 2006 from 35,685 people in the 2004 year of the Republic of China, infer since 2004 , the economy of Taiwan began to grow up again, the consumption of the water, electricity and gas also increases and has something to do gradually.
