有鑑於行政院公共工程委員會推行PCCES編碼正確率，統包商從得標統包工程後，增列此項「公共工程經費電腦估價系統」PCCES之工程預算及契約編製上傳。從剛開始以簡略方式編製少許工項，當中對應主辦機關及上級單位層層審查提出更多細項工程項目增列，因此考驗統包商在PCCES作業上之技能，而估價人員的培訓及加強課程訓練都是勢在必行的環節。
由於工程會規定PCCES上傳項目施行70%(前5碼)，整體編碼40%之規定，在增訂編碼正確率之規定後，不僅是PCCES編製作業而已更要確實編製出符合正確率要求之工程項目，公共工程資料庫中以土木建築之工程項目居多，若要滿足設施類石化統包工程項目頗有些難度，因此初期編碼正確率大多勉強達標。
本研究目標將舉例設施類石化統包工程不同工程案例，進行研究探討及深度訪談，訪談對象以實際有石化業工程案PCCES已完成之編製者，針對案例PCCES編製之錯誤樣態統計，對其錯誤因子分析及改善建議，並經由深度訪談之受訪者親自體驗PCCES作業時，就作業處置分享之優缺點，面臨問題點如何運用技巧解決，藉由本研究提供未來編製者編碼時能達到及提高編碼正確率之目標。

In view of the implementation of the Public Construction Cost Estimating System (PCCES) coding accuracy by the Public Construction Commission of the Executive Yuan, after winning a contract for a project, general contractors are required to augment the project budget and contract preparation with the inclusion of the "Public Construction Cost Estimating System" (PCCES). Starting from a simple compilation of a few work items, the process involves progressively adding more detailed engineering project items in response to reviews from the organizing agency and higher-level authorities. This thus tests the general contractors' skills in PCCES operations, necessitating essential training, and enhanced courses for the estimation personnel.
Due to the stipulation that 70% accuracy (first 5 digits) of the PCCES uploaded items must be implemented, with an overall coding accuracy requirement of 40%, the provision of increased coding accuracy not only pertains to the PCCES compilation process but also to the accurate creation of engineering project items meeting the specified accuracy standards. Most engineering project items in the public construction database are related to civil and architectural projects. Meeting the accuracy requirements poses certain difficulties, particularly for facility-type petrochemical construction projects; hence the initial coding accuracy mostly barely meets the standard.
The objective of this study is to exemplify various cases of facility-type petrochemical construction projects, conducting research, explorations, and in-depth interviews. The interviewees consist of those who have completed PCCES compilations for actual petrochemical industry projects. The study involves statistical analysis of error patterns in PCCES compilations for these case studies, analyzing error factors, proposing improvements, and having the interviewees personally experience PCCES operations through in-depth interviews. They share the pros and cons of operational handling, discuss how to employ techniques to address challenges, and, through this study, aim to equip future compilers with the ability to achieve and enhance coding accuracy goals when engaging in coding activities.
